Internal disagreement over the church’s stance on homosexuality dates back decades. In 2019, a special General Conference was called outside the normal four-year cycle for only the second time in UMC’s history. There, delegates chose not to lift the church’s opposition to same-sex marriage, but also opened a window for congregations to leave the church amid ongoing disagreements. As many congregations across the country defied church restrictions forbidding same-sex marriage, thousands of conservative congregations began to leave, opening the door for more LGBTQ-friendly policies to be passed at this year’s conference. The policy allowing churches to disaffiliate, often called Paragraph 2553, received approval in 2019 and expired in 2023. But the official language of the policy remained in the denomination’s compendium of policies and practices.

Conservatives in the Episcopal Church and the Evangelical Lutheran Church in America, for example, have formed breakaway denominations in reaction to the acceptance of gay clergy. Catholic Church doctrine forbids same-sex relationships, but Pope Francis has alarmed some traditionalists by allowing priests to bless same-sex couples. In a meeting on Wednesday, church leaders also voted to allow L.G.B.T.Q. weddings. The deadline for "disaffiliating," as it was called, from the United Methodist Church was last December. More than 7,600 — about one quarter — of its congregations voted to leave.

A policy allowing churches to disaffiliate expired at the end of 2023, so traditionalists are supporting legislative efforts at this UMC General Conference to extend and expand the disaffiliation policy. Delegates have so far supported a legislative priority commonly called “regionalization,” which many consider a counter to disaffiliation. Last week, the conference endorsed a regionalization plan that essentially would allow the churches of the United States the same autonomy as other regions of the global church. That change – which still requires local ratification -- could create a scenario where LGBTQ clergy and same-sex marriage are allowed in the United States but not in other regions.

About one-quarter of U.S. congregations left between 2019 and 2023, mostly conservative churches dismayed that the denomination wasn’t enforcing its longstanding LGBTQ bans. With the absence of many conservative delegates, who had been in the solid majority in previous general conferences and had steadily reinforced such bans over the decades, progressive delegates are moving quickly to reverse such policies. The 700-plus delegates approved all eight regionalization-related petitions starting last week, when the body voted on a constitutional amendment that still requires ratification by United Methodist regional conferences. Cox already pastors a church in Columbus, but her inability to receive ordination credentials is both a symbolic gesture against her personhood and a limit on her participation in United Methodist life. The move is seen as a way to defuse tensions between the increasingly progressive American church and more conservative factions internationally.

Many UMC churches are in Africa and Asia, and some of them want to disaffiliate because they believe the religion in the U.S. is no longer conservative enough.
